40The Mediation CenterLegal Execution Departmenttheydonotreceivegoodservicesfromthegovernmentoffices.Despitetheeffortsinexpeditingthewholeprocess,e.g.,improveadministrativesystem,streamlineworkprocesses,andfasterlegalexecutionprocessthroughvariousmeansincludingholdingpublicauctionsales,introducingnewtechnologytospeeduptheprocess,andamendingrelevantlaws,thenumberofpendingcasesandthedelayinthelegalexecutionprocessremainmajorproblems.%u0009 Giventhedifficultiesandobstaclesinthelegalexecutionprocess,theideaindevelopinganalternativeinlegalexecutionprocesswasinitiated,withthegoalofexpeditingefficientandfairprocessbyadaptingthedisputemediationprocesstothelegalexecutionprocesswiththeRoyalDecreeonGoodGovernanceforPublicAdministrationB.E.2546astheguidelineforimplementation.TheMediationCenter,attachedtotheLegalExecutionDepartment,wasestablishedin2005undertheCentralDepositofPropertyOffice.UndertheLegalExecutionDepartmentOrderNo.220/2550dated21May2007,theMediationCenterwastransferredtotheSeizureofPropertyDivisionwiththeresponsibilityofmediatingdisputesafterthecourtdecisionhasbeenpassed,bothbeforeandafterthelegalexecutionprocess
